Priority Paid Planning Application Service

The City of Greater Dandenong offers an award winning 'fast track' planning application service called Priority Paid for commercial and industrial planning permit applications.

Tailored to planning applications for buildings and works for the business community, Priority Paid is available for commercial or industrial projects that meet the Council's set requirements.

Applications using the Priority Paid service are not guaranteed to be given planning permit approval. The application will still be subject to the standard assessment criteria as set out in the Greater Dandenong Planning Scheme and Council may either grant the permit or refuse the permit.

Council reserves the right to alter the service at any time without notice, and/ or to refuse to accept an application for the Priority Paid Planning Application service for any reason it deems appropriate.

What is the eligibility criteria for Priority Paid?

To be considered for the Priority Paid Planning Application Service, planning applications must be located in a zone listed below, and only be subject to the permit triggers in the following table:

Zone Permit Triggers
Industrial 1 Zone (IN1Z)
  • Buildings and works in conjunction with a Section 1 use, provided any condition in Clause 33.01-1 is met; and/ or
  • Car parking reduction (Industrial use only) not exceeding 25% of the statutory requirement set out in Clause 52.06 – Car Parking
Commercial 2 Zone (C2Z)
  • Buildings and works in conjunction with a Section 1 use, provided any condition in Clause 34.02-1 is met; and/ or
  • Car parking reduction (Industrial use only) not exceeding 25% of the statutory requirement set out in Clause 52.06 – Car Parking

In addition, the planning application must meet the following;

  • Contain all relevant documentation, including application forms, checklists, plans and supporting documents
  • Include the statutory planning application fee and the Priority Paid application fee
  • Include a valid Metropolitan Planning Levy certificate for all developments that exceed the threshold for the current financial year - visit the State Revenue Office website for details www.sro.vic.gov.au
  • Be exempt from the notice requirements of Section 52(1)(a), (b) and (d), the decision requirements of Section 64(1), (2) and (3) and the review rights of Section 82(1) of the Planning and Environment Act 1987
  • The site must have had the Title issued for the subject site (ie. not located on a 'super lot') and have direct access to existing road infrastructure and all relevant services
  • Comply with the requirements of any covenants or other restrictions/requirements listed on Title;
  • Not require referrals to external authorities
  • Include referral responses from internal referrals having no objection to the proposal, and requiring no additional information prior to a decision being issued
  • Where applicable, demonstrate compliance with the approved Cultural Heritage Management Plan (CHMP)
  • Where applicable, the relevant Development Contribution has been paid
  • Where applicable, the relevant Development Plan is approved, and the proposal is in accordance with the approved Development Plan
  • Where applicable, demonstrate compliance with approved design guidelines
  • Demonstrate compliance with the relevant SPPF, LPPF, zone, overlays and other provisions of the Greater Dandenong Planning Scheme
