What is the central enrolment scheme for kindergarten?

Council is committed to facilitating an equitable application and allocation process for families to access high quality early education services for children. The central enrolment scheme:

  • supports families to identify their three local kindergartens of choice and participate in the allocation process in a transparent and fair manner

  • ensures that all registered enrolment applications remain active, families need to ensure all details are kept current. If your details need to be changed, please complete a change of details form and return to the kindergarten enrolment officer at Council.

Is my child eligible?

To be eligible for kindergarten children must be four years of age or older by 30 April in the year they start kindergarten, or be eligible programs offering Early Start or Access to Early Learning Kindergarten programs.

How do families apply to register with the central enrolment scheme for kindergarten? 

Step 1 

Visit kindergarten services and decide on the kindergarten that best meets your needs – Locate a kindergarten near you by visiting the Council Locate Map

Step 2

Download a kindergarten enrolment form and fill in the details to apply to enrol for 4-year-old kindergarten.

Step 3

Submit your enrolment form. Applications can be posted to Central Enrolment Officer, PO Box 200 Dandenong or emailed to ChildrenServAdminSupport@cgd.vic.gov.au.


Step 4

In the year prior to starting kindergarten, applicants will be contacted in May to confirm application details, any change of preferred kindergartens, hours and session times.  This information will assist in the allocation of first round offers and kindergarten session planning with service providers.


Step 5

Allocation of places will begin on 1 August, if you receive an offer you must contact the kindergarten within five working days to confirm your place.

The  second round of allocation of places will begin on 1 September. If your child is not allocated a place in any of the two initial allocation rounds the Central Enrolment Officer will contact you directly to discuss your options.
