Removal of parking meters in the Springvale Central Activity District

At the Council Meeting held on Monday 27 February 2017, councillors voted 7 to 4 to abolish parking fees in the Springvale Central Activity District, except for within the 8 Balmoral Car park (on-street parking throughout the centre and off-street parking in Warwick and Buckingham Avenues).
Council’s decision does not affect the fees being charged in a number of privately owned car parks in the activity centre.
Councillors resolved on the Council Meeting on Monday 13 April 2015 to introduce parking fees as a means of managing parking demand in the Springvale central activity district (CAD).
The resolution had a broader strategic impact as all revenue received from the parking fees was dedicated to infrastructure improvements in the Springvale Activity Centre.
As part of resolution, a Council officer would also prepare a report following twelve months of operation. The report was required to address three specific impacts – retail activity, community uses and parking in nearby residential streets.
On 28 November 2016 – and arising from a Notice of Motion - councillors further resolved that officers should bring this report to a meeting on 27 February 2017, to enable deliberation on the matter.
That report was presented on 27 February 2017 and after some deliberation, councillors voted to abolish parking fees in the Springvale Central Activity District. Subsequently, a Notice of Rescission was lodged by a councillor. That rescission motion was denied at the Council Meeting on Tuesday 14 March.
Parking ticket machines were switched off on Wednesday. When off, it is not possible to put coins in them, so customers will be unable to accidentally pay.
Parking time limits still apply in this area and infringement notices may be issued to vehicles that overstay these limits.
