Greater Dandenong Planning Scheme
A planning scheme sets out the policies and controls for the use, development and protection of land.
All planning schemes in Victoria consist of:
- State Planning Policy Framework (SPPF)
- Local Planning Policy Framework (LPPF) comprising a Municipal Strategic Statement (MSS) and Local Planning Policies
- Planning Scheme Maps
The SPPF contains a standard set of planning policies and controls that apply to all of Victoria which cannot be changed by Council.
The MSS outlines the key strategic planning, land use and development objectives for Greater Dandenong and the strategies for achieving the objectives.
Local Planning Policies seek to implement the objectives and strategies contained in the MSS.
Planning Scheme maps show how land is zoned and any overlays affecting the land.

An amendment does not become part of the planning scheme until it is approved by the Minister for Planning and notice is given in the Victorian Government Gazette www.gazette.vic.gov.au
